August 2026 – A significant milestone for Cowley-on-the-Hill
Following extensive consultation, we are pleased to have submitted a hybrid planning application for land north of Potters Lane to Hertsmere Borough Council. Find out more about the proposals here.
Welcome to our consultation website for
Cowley-on-the-Hill
Griggs Homes is bringing forward proposals for a new residential-led community at Cowley-on-the-Hill, on land bounded by Cowley Hill and Well End Road.
The vision for Cowley-on-the-Hill is to create a sustainable and well-connected new neighbourhood that provides new homes, green spaces, community facilities, supporting infrastructure and opportunities for active travel, creating lasting benefits for both existing and future communities.
New homes
A mix of high-quality new homes, with 50% affordable housing, helping to meet housing needs across Hertsmere.
Community facilities
A new local centre, community facilities, synagogue, care home, land for education, sports provision and burial space.
Green space
Extensive publicly accessible green space, including parkland, recreation, play and sports areas.
Connectivity
A comprehensive network of new walking and cycling routes connecting the neighbourhood internally and with the surrounding area.
Transport & access
New and improved access points and an integrated street network designed to support movement through the development.
Nature and biodiversity
New landscaping, habitats and ecological improvements incorporated throughout the masterplan.

We have now submitted a hybrid planning application for the initial proposals on land north of Potters Lane to Hertsmere Borough Council. Ref 26/1164/FUL.
